It would seem there actually is a lot of water on the moon. Having what's effectively a big ol' fuel dump living at the bottom of a gravity well only 1/6th as deep as the pit we live in would be a Very Good Thing Indeed. Of course, finding it is not the same as getting at it, but at least we know it's there.
If God didn't mean for us to explore space, why did He put a giant Texaco in orbit around us?

The use of solar-powered rovers to capture and store that water should be feasible and could serve as a stop-gap for losses that occur due to normal processes (as I understand it, perfectly airtight doesn't exist outside of the pr0n world, so there's always some leakage of air/water).
