Using home-brew kits and the internet, people are starting to perform genetic experiments in their garages. Now if that's not a stellar idea, I don't know what is.
Sweet! My semi-educated guess is that the risk for some catastrophic failure is pretty damned low. Especially given that most people won't be trying to weaponize anthrax, make hyper-drug resistant TB, or other nonsense like that.
It's also very unlikely that they'll cure cancer or come up with much more than novelty stuff, but I can't see any good reason to stop them.
