This helps mold them into a productive member of our society. By not establishing said guidelines, we end up with someone who's not. This can end up going well, but my guess is that more than likely, it ends up going poorly.
This is no different than a kid who wants to wear his cape to school and pretend he's Stupendous Man. If the parent caves every time the kid won't take it off, then he'll develop a persona to match. My guess is that the kid dressed as the girl once for whatever party (as stated in the article) and got lots of positive attention. He then wanted to keep getting that attention, so he kept repeating the behavior.
