how exactly is squirting water at FISH abusive? it's not as if it could remind them of predators; the only predator i know of that squirts water IS a fish, and it does that to insects above the water, not other fish.

the only way i could possibly see this as being cruel would be if the lanes didn't have enough water for the fish to swim in and they had to flip flop their way to the finish. well, or if they had kittens chasing the fish..heh heh.
